Fairfax County Parkway is located in Fairfax County, Virginia, between U.S. Route 1 at the southern terminus and State Route 7 at the northern terminus. The limits of the Fairfax County Parkway – Phase 3 Project (the Phase 3 Project) are from the Franconia Springfield Parkway approximately 0.5 miles to the south along the alignment of existing Rolling Road to the north end of the Fairfax County Parkway Phase 1 and 2 Project.

The Virginia Department of Transportation is the Owner and will perpetually maintain the roadway and bridge after the completion of the Project. The Federal Highway Administration, Eastern Federal Lands Highway Division (EFLHD), as VDOT’s representative on the Project, awarded the design-build project to Shirley Design/Build, LLC in December of 2009. The Project is 100% funded by the American Recovery and Reinvestment Act funds and will include:

  • Construction of a six-lane divided, limited access highway within the project right-of-way;
  • Modification of the alignment of the ramps on the south side of the Franconia Springfield Parkway interchange with existing Rolling Road;
  • Relocation of Rolling Road including a new bridge carrying Relocated Rolling Road over Fairfax County Parkway;
  • Construction of new noise barriers along portions of Fairfax County Parkway, Relocated Rolling Road.
  • Construction of a new shared use path along Relocated Rolling Road.

EFLHD issued a notice to proceed to Shirley Design/Build, LLC on February 18, 2010 to start the design phase of the project. Construction of the Project will begin in the fall of 2010 and will complete in the summer of 2012.
