The Eastern
Federal Lands Highway Division
(EFLHD) operates as part of the
Federal Lands Highway Program,
serving the transportation engineering
needs of Federal Land Management
agencies in North Carolina, South
Carolina, Georgia, Florida, Alabama,
Mississippi, Tennessee, Arkansas,
Louisiana, Puerto Rico, Maine,
Vermont, New Hampshire, Massachusetts,
Connecticut, Rhode Island, New
York, New Jersey, Delaware, Pennsylvania,
Maryland, Virginia, West Virginia,
The District of Columbia, Ohio,
Indiana, Michigan, Kentucky, Wisconsin,
Iowa, Minnesota, Illinois, Missouri,
and the Virgin Islands. On the
Fairfax County Parkway - Phase
3 Project, EFLHD is administering
the contract on behalf of the
Owner, VDOT.

Virginia
Department of Transportation (VDOT)
VDOT is
responsible for building, maintaining
and operating the Commonwealth's
roads, bridges and tunnels. Since
Virginia's transportation system
is a vital element in the state's
economy, VDOT's primary objective
is to provide the safe and efficient
movement of people and products
throughout the Old Dominion.
On the Fairfax County Parkway
Project, turnkey design and construction
is being performed by the parties
listed below, and VDOT as the
ultimate owner of the facility
will provide plan overview and
inspection oversight, enforcing
State Highway design and construction
standards.

DESIGN/BUILDER:

Design/Build, LLC
(SDB, LLC)
SDB,
LLC will have overall project
responsibility to manage the contract
with EFLHD, complete design and
engineering, acquire right-of-way,
relocate utilities, obtain permits,
complete construction, perform
quality assurance & control and
public relations. SDB, LLC is
based in Dulles, Virginia.

Contracting Company, LLC (Shirley)
Based in
Lorton, Virginia, Shirley will
be responsible for all construction
activities on the Project. Shirley
has delivered high-quality, comprehensive
construction services to the public
transportation market for over

DESIGNER:

Dewberry
& Davis LLC
Headquartered
in Fairfax, Virginia, this nationally
recognized architecture/engineering
firm is providing all design services
for the project. Dewberry & Davis
has planned and designed many
large scale projects for VDOT,
including the preliminary engineering
work and the Environmental Impact
Study for the Route 28 improvements
in the late 1980s. The firm was
the engineer of record for the
Route 28 improvements, as well
as the Dulles Greenway, the primary
toll road alternative from Leesburg,
the interchange at Route 28/Route
29 and many secondary road projects
in the Route 28 corridor.

PROJECT COORDINATION:

|
As directed
by the Fairfax County Board of
Supervisors, the Fairfax County
Department of Transportation’s
mission is to plan, coordinate,
fund, implement and sustain a
multi-modal transportation system
for Fairfax County that moves
people and goods, consistent with
the values of the community. Since
transportation is a vital element
of the County’s economy, the Fairfax
County Department of Transportation
works in cooperation with FHWA,
VDOT, and Fairfax County residents
in project delivery.
On the Fairfax County Parkway
Project, Fairfax County will provide
project coordination with other
County agencies along with affected
communities. In addition, the
County’s Department of Transportation
will provide technical expertise
on plan review, guidance and oversight
throughout the project.

As described
in a February 2008 Memorandum
of Agreement between the Army,
FHWA and VDOT, the Army is an
active participant in the design
and construction of the Fairfax
County Parkway through property
which is part of Fort Belvoir
North Area (FBNA), formerly known
as the Engineering Proving Grounds.
The Army is providing approximately
170 acres of land for the Parkway,
which is being constructed as
part of the overall transportation
network supporting the Base Realignment
and Closure (BRAC) mission at
Fort Belvoir. The U.S. Army Corps
of Engineers Baltimore District,
Real Estate Branch, provides the
coordination for the transfer
of the real property between the
Army and VDOT.
On the Fairfax County Parkway
Project, the U.S. Army Corps of
Engineers (USACE) provides project
coordination between various Army
agencies, including the Fort Belvoir
Garrison and project teams currently
managing construction at FBNA.
USACE is a committed and active
member of the design and construction
team for the final link of the
Fairfax County Parkway, and looks
forward to its successful completion
and the subsequent benefits to
local residents and travelers
in northern Virginia.
